NOTICE - THE SURREY COUNTY COUNCIL
SHEEPHATCH LANE (D103) AND TILFORD STREET (D104), TILFORD
TEMPORARY TRAFFIC MANAGEMENT AND REVOCATION NOTICE 2018
Dear Sirs

SURREY COUNTY COUNCIL IN EXERCISE OF ITS POWERS UNDER SECTION 14 (2) OF The Road Traffic Regulation Act 1984 ("the Act") and of all other enabling powers hereby gives notice that:
a) no person shall cause or permit any vehicle to enter or proceed in the entire length of Sheephatch Lane (D103), Tilford;
b) no person shall cause or permit any vehicle to enter or proceed in that that length of the north to south arm of Tilford Street (D104) which crosses Tilford Green (Registered Village Green No. 62) and which extends from its junction with the east to west arm of Tilford Street (D104) southwards for a distance of 50 metres;
c) no person shall cause or permit any vehicle to travel in the entire length of Sheephatch Lane (D103), Tilford at a speed greater than 30 miles per hour;
d) the existing speed limit of 40 miles per hour shall be suspended in the entire length of Sheephatch Lane (D103), Tilford;
e) "THE SURREY COUNTY COUNCIL SHEEPHATCH LANE (D103), TILFORD TEMPORARY TRAFFIC MANAGEMENT ORDER 2017" shall be revoked in its entirety; and
f) Article 2(ii) to "THE SURREY COUNTY COUNCIL TILFORD STREET (D104) TILFORD TEMPORARY PROHIBITION OF TRAFFIC ORDER 2018" shall be revoked in its entirety.

This Notice is required on grounds of safety in association with works to "Tilford East Bridge", so to protect "Old Tilford Mill Bridge", and/or highway resurfacing/maintenance works on behalf of Surrey County Council. The Notice will come into effect on 17 July 2018 for a period of 21 days however this Notice is due to be converted to a Traffic Regulation Order under Section 14.1 and Part IV of Schedule 9 to "the Act" These works are anticipated to be carried out as soon as possible within the period of this Notice and the additional two month period of operation of "THE SURREY COUNTY COUNCIL SHEEPHATCH LANE (D103), AND TILFORD STREET (D104), TILFORD TEMPORARY TRAFFIC MANGEMENT AND REVOCATION ORDER 2018" that commences on 30 July 2018. Advanced warning signs will be displayed and the temporary closures, suspension and speed limit which are anticipated will be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highways during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle's owner.

For part a) above: access for pedestrians, cyclists and equestrians will be maintained at all times. It will not be possible to maintain any vehicular access through the length of Sheephatch Lane (D103), that is carried by "Old Tilford Mill Bridge" however access to residences and businesses on the affected length of Sheephatch Lane (D103), will be maintained at all times via the diversion routes for vehicular traffic described below, including access for emergency vehicles to such properties. Vehicular access to properties on the west side of "Old Tilford Mill Bridge" will be gained via Tilford Road (C28), Thursley Road (C29) and Farnham Road (B3001). Vehicular access to properties on the east side of "Old Tilford Mill Bridge" will be gained via Farnham Road (B3001), Thursley Road (C29) and Tilford Road (C28). For part (b) above: access for pedestrians will be maintained at all times. No sole means of access to any premises will be affected by this closure. Access for emergency vehicles, residents and businesses will be maintained via the signed diversion route for vehicular traffic which will be Tilford Street and Tilford Road. The speed limit imposed by this Notice shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011. The speed limit and the prohibitions imposed by this Notice will not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Police.
